Police of Republika Srpska


Police of Republika Srpska is the executive and operative agency of the Ministry of Interior of Republika Srpska.
It is headquartered in Banja Luka. The mission of police is the protection of the Constitution of Republika Srpska, security, protection of citizens and their rights.

Duties and law regulations of police officers

Police officers are uniformed members of the Ministry of Interior and its executive agency that have to act objectively according to and respecting Constitution of Republika Srpska and laws and other regulations of Republika Srpska. Every police officer is dressed in one same-looking uniform based on position or unit where the officer is positioned. If mission proposes that, police officers can be in civil or other official clothing on missions. Ethnic composition of police officers must be as same as population in Republika Srpska according to the latest population census with equal percentage and rights of male and female police officers. There is also Web of women in Ministry of Interior that are providing better conditions for female officers. Also beside the uniform every police officer has legitimation card and badge that must be shown when it is needed. Law about police officers gives regulations to police officers.

History

After the fall of communist Yugoslavia, most of institutions including the Secretariat of Interior and Special Unit were disbanded. Police was founded on April 4, 1992. On that day begins history of the Police of Republika Srpska when Ministry of Interior established Special Brigade of Police. Beside the Army of Republika Srpska police officers fought also in Defence-Fatherland war.
During the first fights and the beginning of war, the path the police were on Vraca in Sarajevo where it was supposed to be established Ministry of Interior of Serb Republic of Bosnia and Herzegovina with all infrastructure objects in Center for education of police officers. After degree between Bosniak police forces, Croats and police forces of Republika Srpska that was not approved, special units of MoI of Republika Srpska had a small fight in which they were attacked and later won on April 5, 1992 when Serb police officers wanted to come inside the school according to plan and agreement. In battle 170 armed police pupils fought against 36 Serb police officers that day. Fire came firstly from Bosniak side from before—prepared forts around object of the school, neighbourhood Šanac between Hrasno and Vraca in today Novo Sarajevo municipality and from direction of the city Sarajevo. Two police officers were killed in action, three wounded and one was injured. Beside the losses in police, three Serb civilians were killed in action by Bosniaks and two were wounded. That was first battle of special unit. The Main role of Special Brigade after April 4, 1992 was the protection of public order and peace, destroying of terrorist groups and participating in war. After few days was first police parade organized in Banja Luka on May 12, 1992 with equipment that were owned by Militsiya of SFRY. All organisation of police in that time was copied from Yugoslav Militsiya. Police Special Brigade took great role in operations during whole War in Bosnia and Herzegovina and it was participating every major front and battle. Most of members were volunteers in Special Brigade or many members moved from Army of Republika Srpska or reserve parts of police. Besides the war role, many police officers' duty was also to protect average citizen and to normalize life in way of improving peace and order on streets of Srpska, traffic control and issuing of personal documents even in time of war. New police officers got new opportunity for improving their skills and got better education when Higher school of Internal Affairs was founded in 1995. 782 police officers are considered as missing or dead during the war.
After the war main problem became trying to disestablish and criminalization of police and ministry of interior in way that Ministry of Interior of Republika Srpska and Police of Republika Srpska as its executive agency would be merged into centralized "Ministry of Interior of Bosnia and Herzegovina" and Police of Bosnia and Herzegovina in same way as it was done with Army of Republika Srpska. This plan was actual in 2006 when there were several meetings of High Representative and representatives from Republika Srpska and Federation of Bosnia and Herzegovina. The biggest pressure was on side of OHR to continue "reforms" of police. After the failure of police reform, the media and political opponents of actual ruling political party and political persons that are against Republika Srpska as sovereign entity that constitutes Bosnia and Herzegovina. On FTV, public service of Federation of Bosnia and Herzegovina, Republika Srpska and Ministry of Interior with ruling persons of both Republic and Ministry were usually depicted as criminals with many lies and insults on minister Lukač and former president of Republika Srpska Milorad Dodik. On Federal television was a political TV magazine called "60 minuta" in which in 100 episodes of that magazine, Republika Srpska was insulted 187 times in way it was claimed that it is unconstitutional formed and usually described as mafia-controlled country and the police was several time called "private army of Laktaši octopus" in manner that Police of Republika Srpska is private organization of ruling party and its leader. Next main problem for opponents of Republika Srpska was arming of police that was procedure in reforms and modernization of police. Connotation of criminal organization ministry and police got in last few years when all steps was leading to arming and establishing training center. Opposition parties members were against many ideas and plans and started insults on police, police uniform and so on. After Zvornik terrorist attack on police station police saw that it is necessary to obtain new weapon, when old assault rifle jammed and one police officer was killed. Beside the needs of police political opposition and pro-opposition medias continued with insults and tried to discredit and criminalize police calling its uniform "as same as Ustaše uniform" and tried to represent as "drug-dealing and criminal organization". Last big affair was during instrumentalization of death of David Dragičević and street demonstrations in 2018 for tries of coup d'état, "color revolution" and overthrow of ruling government with all important persons including minister Dragan Lukač, director of police Darko Ćulum and many others. Also there was a case in 2018 when one of the members of opposition Serb Democratic Party related to Security minister of Bosnia and Herzegovina Dragan Mektić fired a projectile from M80 Zolja on "Agram" building in Banja Luka in manner to make bad security situation and to blame Police of Republika Srpska and Ministry for that situation.
Because of the migrant crisis that is actual in Republika Srpska, it was planned to form a reserve composition of Police of Republika Srpska to protect borders and citizens of Republika Srpska and number of that composition should be 20% of actual composition of police. Forming of reserve composition was also planned to be regulated by law. Later the plan for forming reserve composition was replaced with plan of forming Gendarmerie of Republika Srpska.

Organisation

Director of Police

The head of the police is Director. Present Director of Police is Darko Ćulum. Former Directors of the Police were Radomir Njeguš, Dragomir Andan, Uroš Pena and Gojko Vasić. Director of the Police is general organization person and organization unit in the seat of the Ministry. For his obligation he is responsible to minister of interior and Government of the Republic. Director's duty is to control, conduct, supervise and plan all activities of police, consolidates work of police, making decisions about employers of police and reporting to Minister of Interior and Government. Beside the director there is deputy director.

Administration of the Police

Administration of the Police is the organization unit of the Police of Republika Srpska responsible for work coordination, following and directioning in police administrations, police stations, Unit of the Gendarmerie, traffic security police stations, helps perpetration of police missions, follows public order and peace situation and traffic security situation, tracks and analyze traffic penalties, organizes lessons and participate in emergency security shifts, inspects and controls work of police officers, participates in making teaching plan, cooperates with other institutions and so on. Administration of the Police has its chief and actual chief of the administration is Dalibor Ivanić.

Police Administrations

The Police is geographically organized on ten police administrations : Banja Luka, Prijedor, Mrkonjić Grad, Gradiška, Doboj, Bijeljina, Zvornik, East Sarajevo, Foča and Trebinje. Every police administration is headed by Chief of Police Administration. Other police administrations are based on type of affairs. Except of geographically determined police administrations there are also: Crime Police Administration, Counter Organized and Serious Crime Administration, Counter Terrorism and Extremism Administration, Police Support Administration and Administration for protecting persons and objects. Before of forming of police administrations in 2017 as geographically organization, there were six "centers of public security" and centers were in Prijedor, Banja Luka, Doboj, Bijeljina, East Sarajevo and Trebinje.

Police Administration Banja Luka

Police Administration Banja Luka is located on territory of Banja Luka subregion and it contains City of Banja Luka, Laktaši, Čelinac, Kotor Varoš, Kneževo and Prnjavor municipalities. On its territory there are 12 police station. In Banja Luka was seated Center of public security Banja Luka. Chief of the police administration is Miloš Brkić. Police stations in Police Administration Banja Luka are:
Police Station for Interventions of the Police Administration Banja Luka is only police station of that type in Bosnia and Herzegovina. The station is formed in 2008 and it has 38 police officers that work in this station. Work of this station is well-known by citizens and it was awarded with Golden Sign of the Police for successes in work and being the best organization unit of the Ministry. Duties of the police officers in this police station is usually patroling in mobile patrols and in one shift a patrol has 3–4 police officers in one vehicle. Beside patrols, main duties are protecting public order and peace on public meetings or when in crime there are elements of violence. Also their duties are help to general police forces in doing complicate missions, help protecting persons and objects, make blockades and searches of terrain to find criminals or objects that are searched for and providing producing and trafficking of drugs. Police officers of this police station are known because of patrol vehicles they are using — Dacia Duster.

Police Administration Prijedor

Police Administration Prijedor is located on territory of Prijedor mesoregion and it contains City of Prijedor, Kozarska Dubica, Kostajnica, Novi Grad, Krupa na Uni and Oštra Luka municipalities. On territory of this have 10 police stations. Territory of Center of public security Prijedor only changed name in 2017 into Police administration Prijedor. Chief of the police station is Sretoja Vujanović. Police station in Police Administration Prijedor are:
Police Administration Mrkonjić Grad is located on territory of Mrkonjić Grad subregion. Seat is in Mrkonjić Grad and its territory contains 7 municipalities: Mrkonjić Grad, Ribnik, Šipovo, Jezero, Petrovac, East Drvar and Kupres. There are 5 police stations and among them two are in administration seat. This police administration is formed 2017. Before its independency it was part of Center of public security Banja Luka. Chief of the police station is Milan Milekić. Police stations in Police Administration Mrkonjić Grad are:
Police Administration Gradiška is located on north of former Center of public security Banja Luka and it is formed 2017 on territory of Gradiška subregion. Territory of this police administration has only City of Gradiška and Srbac municipality. Chief of the police administration is Bojan Škorić. There are 4 police stations and two of them are in Gradiška and the police stations in this administration are:
Police Administration Doboj has same territory as Center of public security Doboj. Its area contains Doboj region except of Šamac municipality and there is 9 police stations. Chief of the police administration is Slobodan Radinković. Police stations of the police administration are:
Police Administration Bijeljina is seated in City of Bijeljina its area has 5 more municipalities. This police administration has 8 police stations and three of them are in Bijeljina. Chief of the police administration is Žarko Ćosić. Police stations in this police administration are:
Police Administration Zvornik is located on territory of Zvornik subregion. Seat is in City of Zvornik and there are municipalities: Osmaci, Šekovići, Vlasenica, Milići, Srebrenica and Bratunac. Chief of the police administration is Aleksandar Vasiljević. There are 9 police stations from which two of them are in Zvornik and that police stations are:
Police Administration Istočno Sarajevo is located on area of City of East Sarajevo and municipalities Rogatica and Han Pijesak. There are 9 police stations. Chief of the police administration is Branimir Šehovac. Police stations in Police Administration Istočno Sarajevo are:
Police Administration Foča is formed 2017 on territory of Foča subregion. This police administration has 7 police stations. Chief of the Police Administration Foča is Velimir Kostović and police stations that contain this police administration are:
Police Administration Trebinje is located on south of Republika Srpska and this administration has 7 police stations from which two are in Trebinje where police administration has headquarter. Its territory has City of Trebinje and municipalities Ljubinje, Berkovići, East Mostar, Nevesinje, Gacko and Bileća. Territory is unchanged from time this PA was center of public security. Chief of the police administration is Siniša Laketa. Police stations of the Police Administration Trebinje are:
Crime Police Administration is administration which duties are processing most complex crimes, controlling, supervising and directing activities of all organizational parts and support units of crime police, detecting criminal offences, fighting narcotics producing and trafficking, suggesting and determining deadlines of obligations of police administrations, monitoring, studying and analyzing situation and moving of crimes and use of crime-technical methods, crime-intelligence analyses and special operative duties, finding and arresting of crime offenders, providing evidences about crimes, publishing arrest warrants and sub-law documents, cooperating with other state organs and acting by relevant information of security-intelligence service. The administration has its two units: General Crime Unit and Economy Crime Unit. Chief of Crime Police Administration is Darko Kovrlija.

Organized and Serious Crime Administration

Organized and Serious Crime Administration is administration with duties of: preventing, detecting and investigating of criminal offences defined by Counter Corruption, Organized and Serious Crime Law, collecting intelligence information and evidences about crimes, analyzing security state, organizing and governing actions against and detecting most complex and serious criminal offences and their offenders, cooperating with other state organs and helping to other police administrations. This police administration has four units: Counter Organized Crime and Narcotics Unit, Special Affairs Unit, Unit for Operative Analytics and Unit for Operative Support. Chief of the administration is Milosav Savković.

Counter Terrorism and Extremism Administration

Counter Terrorism and Extremism Administration processes criminal offences in field of terrorism and extremism, war crimes and criminal offences according to International Humanitarian Law, for needs of analytic investigations uses all usable data bases of the Ministry and also all public informations, follows realization, studies and analyzes situation and moving of crimes and use of crime-intelligence analysises, crime-technical methods and special operative affairs, prepares sub-law documents that regulate acting against terrorism and extremism and cooperates with other state organs. The administration has two units: Counter Terrorism and Extremism Unit and Prevention and Analytics Unit.

Police Support Administration

Police Support Administration is police administration that improves legal acting and work of organizational parts of the Ministry, works on certain operative-instructive duties, educates preventively police officers, monitors laws and regulations linked with police affairs, helps to other police organization parts and coordinates with them, monitors legal acting of police structures, coordinates, monitors and collects informations against crimes, especially against high technology crimes, does crime-intelligence data collecting and helps to other police administrations. Chief of the administration is Željko Spasojević. The administration has three units: Coordination Unit, Operative Support Unit '' and Forensics Unit – Crime Technical Center.

Administration for protecting persons and objects

Administration for protecting persons and objects duties are: monitoring, directing and coordinating of units in its structure, police administrations, police stations and Support Unit in duties of business protecting, organizing and doing jobs of special security of persons and objects that are defined by decision of the Government or by minister's decree, protecting of foreign persons and delegations during its presence in Republika Srpska, monitors security situation of objects and persons, establishing data collecting system for operative and preventive protection, controlling and making of plans for protection, cooperating with other institutions and structures of the police, ministry and republic, taking of certain measures of anti-terrorist protection, making direct connection between cabinets and protocols that are protected by administration members and taking care of police officers' professional improvement and education and material-technical equipment. Administration for protecting persons and objects till 2013 existed as Unit for protecting persons and objects. After increasing of employees and needs in this type of duties it was founded administration as administrative part of the Ministry and Police. The administration is formed with 11 inner organization parts. It is linked with Honour Unit of the Ministry of Interior because most of its members are employees of this administration. The administration has two units: Protection Unit, Operative Support Unit. Structures of Protection Unit are:

Units

All units of police are under control and command of Minister of Interior and Director of Police. Units of police are:

New units formed in police and Ministry of Interior are Honour Unit and Police Orchestra. Also minister Dragan Lukač said that will be formed Cavalry Unit.

Uniforms and ranks

Police uniforms and ranks are part of visual identification of police officers. Regulations about uniforms are given by minister on director's preposition.

Uniform and ranks today

Uniforms had several time changed during history of police. Last time ranks and uniform were changed in 2018 when blue peaked cap with blue-white chequy ribbon as those in London Metropolitan Police replaced field cap.
New police ranks according to Article 89 of Law of Police and Internal affairs of Republika Srpska are:
Director of police is always chief general inspector of police and after the end of duties as director he is removed back on his previous rank. Rank of general inspector of police has officer that is chief of any police administration.

Former ranks and uniforms

2014–2018

Most of present uniform parts are linked with former serie of police uniforms of Republika Srpska. Former peaked caps were replaced by blue field caps. All metal parts of previous uniform were replaced with textile parts as for example emblem on cap. For first time on this uniform were shown on right arm emblem of police and on chest was small place where was first letter of name and surname of police officer. Uniforms between 2014 and 2018 was a bit more comfortable and suitable for modern police. This uniform was actual between July 2014 and March 2018 when it was replaced with the new one. Before 2018 ranks there were ranks that are formed in 2004 and they are same in every police agency in Bosnia and Herzegovina. Only the form of high inspectors ranks was changed because of change of republic coat of arms. Former ranks according to Regulation of ranks of police officers of Republika Srpska are:
  • policajac, viši policajac, narednik, viši narednik,
  • mlađi inspektor, inspektor, viši inspektor, samostalni inspektor,
  • glavni inspektor, generalni inspektor policije, glavni generalni inspektor policije.

2004–2014

Name of ranks in this period is same as in period between 2014 and 2018. Only form was changed after the change of some symbols of Republika Srpska when former coat of arms of Republika Srpska with double-headed eagle replaced Seal of Republika Srpska. The financial crisis of 2007–2008 prevented the Ministry of Interior from changing old uniforms of police officers. In that time, the police had 4.400 officers on street with old uniforms.
Uniforms of that time became a symbol of Police of Republika Srpska, what was said in 2018 when peaked caps returned previous look of police officers. Main differences are that this uniform on cap had metal insignia, arm patch on only one arm, neckties, they had not any kind of identification, in one period police badge was on left breast.

1998—2003

After war it was decided to modernize look of army and police. In 1998 Ministry of Interior started with improving of Framework Agreement for Restructuring, Reform and Democratization of the Police of Republika Srpska and beside changes of laws, regulatives, organization and so on MoI changed and look of uniforms and ranks of the police. Also, students of education institutions of the ministry had their ranks. All ranks in this period had functional names and some ranks can be worn by multiple functioneers. Ranks were:
  • učenik prve godine SŠUP, učenik druge godine SŠUP, učenik treće godine SŠUP, učenik četvrte godine SŠUP ;
  • student prve godine VŠUP, student druge godine VŠUP, učenik treće godine VŠUP ;
  • policajac pripravnik, pripravnik sa višom školskom spremom, pripravnik sa visokom školskom spremom, policajac, vođa sektora, vođa sektora prve kategorije, komandir staničnog odjeljenja policije,
  • pomoćnik komandira policijske stanice, zamjenik komandira policijske stanice, komandir policijske stanice, operativni dežurni DOC-a MUP-a,
  • inspektor policije centra javne bezbjednosti, šef odsjeka u odjeljenju policije u centru javne bezbjednosti, načelnik odjeljenja policije centra javne bezbjednosti, načelnik sektora policije centra javne bezbjednosti,
  • načelnik DOC-a MUP-a, načelnik odjeljenja uprave policije, zamjenik načelnika Službe specijalne policije, načelnik Službe specijalne policije,
  • načelnik centra javne bezbjednosti, načelnik uprave, zamjenik ministra unutrašnjih poslova, ministar unutrašnjih poslova.

1992–1998

In the beginning of the war, Police of the Republika Srpska had mainly the same uniform as Yugoslav Militsiya. Special Police Detachment had camouflage uniforms with blue lizard pattern and also sometimes even uniforms with military camouflage pattern.
Ranks in this period were similar to the military ranks and the ranks are:
  • non-commissioned officers: mlađi narednik, mlađi narednik prve klase, narednik, narednik prve klase, stariji narednik, stariji narednik prve klase,
  • officers: potporučnik, poručnik, kapetan, kapetan prve klase, major, potpukovnik, pukovnik,
  • generals: general-major, general-potpukovnik, general-pukovnik.

Education

Police officers in Republika Srpska are educated in several institutions and units. Usually all of police officers during education belong to Administration for police training. Institutions on which officers take education are Police Academy and Faculty of Security Sciences.

Secondary school of Interior

Secondary school of Interior was founded on September 9, 1992 as organization unit of Ministry of Interior for education and professional training of new police forces in Republika Srpska. Education was long 4 years. Secondary school was part of Center for education of staff of the Interior. Also beside the standard education there was 6 months long course for civilians that wanted to become police officers.

Police Academy

Police Academy was founded on July 2, 1999 by Decision of the Government of Republika Srpska and it was a step in realisation of Framework of reconstruction of the Police of Republika Srpska and Madrid declaration. Teaching started on July 19, 1999. Duties of the Police Academy are professional education and training, providing of special trainings and repeting of knowledge and skills for purposes of the Ministry. Today education is based on Unit for Police Training. The unit has its chief. The academy belongs to Administration for Police Training and it is organization unit of the Ministry of Interior. Police Academy has professional organ and it is called Professor Council and its structure is made up of professors, inspectors, chiefs of detachments, expert associates and cooperators of the Academy. Their duty is to propose teaching plans, analyze and verificate success of cadets, analyze work of professors, make steps to progress and develop education of police officers, make decision on penalties and discipline of cadets and do other duties defined by the Statut of the Academy. Students of the academy are called cadets. Police cadets through their education get knowledge of police skills, teaching subjects and have module education. Beside the education cadets are very active and they participate on celebrations of Republic Day, Police Day, Policijada and participate in actions of blood donating. Police Training attend cadets with at least IV grade of education, employees of the MoI without any police education and their final result is making staff in rank of junior police officer or it is attended by officers who repeat their knowledge and skills.
Beside the Unit for Police Training there is also Unit for Professional Improvement. Duties of this unit are special training and professional improvement for police officers and other employees of the Ministry, planning and organizing of improvement of the skills, planning and organizing of knowledge acquisition of police officers and so on. The unit treats as it is proposed by Regulation for special improvement of the police officers. Special improvement is organized for employees with at least VI grade or VII grade of education without any police education with result of making staff in rank of the junior inspector or for those who had education on High School of the Interior or College of the Interior and as result of their improvement is rank of junior inspector. The unit has two detachments:
  • Detachment for Special Training which duties are planning and organizing of special training, taking the process acquisitioning of knowledge and skills using special trainings and so on and
  • Detachment for Professional Improvement. with duties of planning organizing and coordination of participators of improvement for needs of the Ministry, organize and provide training and continuation improvement of the employees of the Ministry and police officers, giving professional help to police officers, taking of the training on terrain and so on.

    Faculty of Security Sciences

Faculty of Security Sciences was founded by the Decision of the Government on July 1, 1995 as High School of the Interior which began with work on November 21, 1995. Teaching process was long 5 semesters and final title after education was jurist of internal affairs. Together with founding of High School it was founded one institution more. That institution was School Center of the Ministry of Interior as organization unit of the Ministry and it was constituted of Secondary and High School of the Interior. Because of improvement of knowledge and skills on July 23, 2002 by Decision of the Government High School was transformed into College of the Interior and teaching process started on October 1, 2002. As result of education on the college was title bachelor of law in internal affairs. College of the Interior was transformed into Faculty of Security Sciences and became 18th organization part of the University of Banja Luka in 2017. According to Decree of the Ministry of Education and Culture of Republika Srpska teaching process is organized on study program Security and criminology and the faculty offers degree of bachelor of law in security and criminology.

Oath

Every police officer before starts with police duty must give the oath. Way of giving the oath is described in Regulation of giving the oath of police officers of the Ministry of Interior of Republika Srpska. Police oath must be given in front of minister and director of police. Text of the oath is:

Peace missions

Affairs connected with peacekeeping operations are linked with Interpolice Cooperation Detachment of the Minister Service. Police officers of the Police of Republika Srpska participate in UN peacekeeping missions from 2000. For police officers in Srpska that are interested in peacekeeping missions there are several prepositions and they are: 8 years of effective work in police service for male officers and 5 years for female, active knowledge of English language, good physical and psychical health, successful work and possessing of the driving license with passed B category. In process of election are involved the Ministry of Interior of Republika Srpska and the Ministry of Security of Bosnia and Herzegovina. For accessing the training police officers need to satisfy criteria of good English language knowledge and computer work. After evidenting these knowledges officers have two tests: pre-mission training and SAAT test. Police officers of Republika Srpska participate or still participate in various international peacekeeping missions:
In 2018 there were 11 police officers all around the world in peacekeeping missions and between them were 2 female officers. Until 2018 in peacekeeping missions participated 65 police officers and from which 23 in South Sudan, 20 in Liberia, 11 in Cyprus, 10 in East Timor and one in Sudan and also in their formations were 8 females. Their duties in the missions are usually helping to local police, trainings, consultations, constructing of police objects, work of police in community and so on without arming themselves. Also one police officer was on south of Italy in Brindisi where was helping to UN forces about migrants and one in Guinea-Bissau.

Non-professional activities

Beside police officer's standard jobs, most of them are involved in other activities that exclude their presence as armed officers. Police officers have its futsal club called Futsal Club "Policajac" founded in 2018. It was part of Second futsal league of Republika Srpska – West of Football Association of Republika Srpska and in 2018/19 was ranked as first. Police officers participated in 2011 World Police Indoor Soccer Tournament in Eibergen, Netherlands where they competed in category male futsal 35+ and won second place.

''Policijada''

Police officers are active in sports during "Policiade" — sport meeting of employees of the Ministry of Interior of Republika Srpska. It is traditional police sport meeting in Republika Srpska and it is organized always in April. First Policiade was organized in 1998 and reason was slava of the Ministry. In 2019 Policiade participated 736 competitors in 23 teams based on services, administrations or institutions of the Ministry of Interior and the Police in which participants work and they were competed in cross country running, futsal, shooting sports, 3x3 basketball, volleyball, judo, swimming and chess.
