Outlawed (comics)


Outlawed is a comic book storyline published by Marvel Comics starting with one-shot issue of Outlawed on 18 March 2020. This new event for Marvel's young heroes is set after the events of the one-shot issue Incoming!.
Because of the COVID-19 pandemic, the physical comics for this storyline were not published. Instead, they were released digitally starting on May 13, 2020.

Premise

Marvel’s young heroes are facing a new threat: being OUTLAWED! Superheroes under the age of 21 are now forbidden from being heroes. The impact of “Kamala’s Law” is reaching far and wide, while bringing some older and newer teams back together to reunite for the teens’ cause.

Plot

The Champions are monitoring a teen summit at Coles Academic High School to protect the keynote speaker at the event, Ailana Kabua. During the summit, Ailana comments that even though teenagers do not have political power, they are still fighting for their lives. Expectedly, they are attacked by Roxxon, using an Asgardian dragon left from the War of the Realms. The Champions brawl with Roxxon while also evacuating the crowd. An infuriated Viv kills the Asgardian dragon after becoming unstable, when she is accidentally hit by Power Man's chi as he and Pinpoint were attacking the Asgardian dragon. The Champions attack and manage to stop Viv, who goes missing after the Coles Disaster. Meanwhile, Ms. Marvel saves Aliana from falling debris by risking her life. Ironheart breaks down in the chaos as Wasp and Nova comfort her. Due to the Coles Disaster, a bill is passed by Senator Geoffrey Patrick, despite of some superheroes defending the Champions' actions. The bill outlaws superheroes under 21 and it is named "Kamala's Law" to honour her, without knowing her secret identity as Ms. Marvel, while she is in coma at a hospital with her family present. Kamala's Law leads to the creation of C.R.A.D.L.E. whose commanders will make sure to prevent young people from being superheroes. The group consists of Dum Dum Dugan, Carolina Washington, Jake Oh, Justice, Speedball, and Timeslip. C.R.A.D.L.E. makes their presence known by going after superheroes like Moon Girl at her home and Ironheart at her Chicago lab. They commandeer the Champions Mobile Bunker, and hang up wanted posters of Ms. Marvel in front of Jersey City. C.R.A.D.L.E also observes the first wave of protest while preparing to raid the West Coast Avengers’ HQ.
Spider-Man continues to be bothered by Ms. Marvel still being in coma. C.R.A.D.L.E agents commanded by Dum Dum Dugan appear to arrest Spider-Man for youth vigilantism. But Spider-Man escapes them, leaving Dugan embarrassed for being defeated. C.R.A.D.L.E. uses Spider-Man's prior history and came too close to him at Brooklyn Visions Academy. Miles is more bothered when his parents supported Kamala's Law while having dinner outside. Miles returns to his home, only to find it in chaos and is attacked by someone impersonating him.
