Year 1953 Cultural Section was established under Ministry of Social Welfare. Year 1964 Cultural Section was under Ministry of Information Year 1972 Cultural Section was under Ministry of Culture, Youth and Sports Year 1987 Cultural Section was under Ministry of Tourism and Culture. Year 1992 Cultural Section was under Ministry of Culture, Arts and Tourism Year 2004 Cultural Section was under Ministry of Culture, Arts and Heritage March 22, 2005, Cultural Section was upgraded to National Department for Culture and Arts February 1, 2007, Planning, Research and Development Division was set up in JKKN March 18, 2008, JKKN was one of the agencies under the Ministry of Unity, Culture, Arts and Heritage April 2009 JKKN was an agency under the Ministry of Information, Communication and Culture. Starting from May 16, 2013, JKKN is an agency under the Ministry of Tourism and Culture Malaysia.

Efforts
On February 2013, the National Department for Culture and Arts and National Academy of Arts, Culture and Heritage have been instructed to set up a school of etiquette to imbue noble values and build good character in members of society. Also on February, JKKN's Director General, Dato' Norliza Rofli announced grants under the National Creative Industry Policy worth RM 4 million are up for grabs for the development of the arts scene. On May 11, 2013, during Karnival Seni Kreatif Kita, Norliza announced that in 2008, the creative industry contributed to 1.27 per cent of the gross national income, which was equivalent to RM 9.4 billion, and the carnival was one of the Entry Point Projects in the Economic Transformation Programme under the National Key Economic Areas for Communications Content and Infrastructure.
