Bhuiyan was born 15 December 1956 in Narsingdi, East Bengal, Pakistan.Career
Mr. Bhuiyan has had a service career in the government since 1981. Some of the positions that he held include Cabinet Secretary ; Secretary of the Economic Relations Division at the Ministry of Finance ; Secretary of the Ministry of Primary and Mass Education ; Chairman of the Bangladesh, Oil, Gas and Mineral Corporation ; and Commercial Counsellor, Bangladesh Mission, Dubai, UAE. He was a faculty member at Bangladesh Public Administration Training Center, Dhaka.
