Herman Otto Hartley


Herman Otto Hartley was a German American statistician. He developed Hartley's test for equality of variances. In 1953 he was elected as a Fellow of the American Statistical Association. In 1967 he and J.N.K. Rao published a maximum likelihood method for finding variance components in mixed models. He made significant contributions in mathematical programming, optimization, and survey sampling. He also founded Texas A&M University's Department of Statistics.

He earned his Ph.D. in mathematics from the University of Berlin in 1934, and in statistics, from the University of Cambridge in 1940.
