Herbert William Emerson


Sir Herbert William Emerson, was a public servant in British India, mostly known for his time as the governor of the Punjab.
From 5 March 1930 to 11 April 1933 he was either the Secretary to the Government of India Foreign Department or Home Secretary and in the latter capacity a correspondent of Mahatma Gandhi.
On being appointed a governor, he also became the Knight Commander of the Order of the Star of India.
On 23 September 1938, he became League of Nations' High Commissioner for Refugees, and Director of the Inter-Governmental Committee on Refugees, dealing primarily with Russian and European Jewish refugees.
He was an active writer, recording local customs and publicizing his opinions.
